Most of the locked content requires a full levelled character (Level 80) that you can achieve as F2P. Having the expansion doesn't increase this process much except for the instant lev 80 booster (which you should not use for a primary character).
You can't get login rewards like laurels which a lot of people use to buy their first ascended trinkets (at least before living world seasons came out), laurels are also used to buy ascended recipes when crafting, so it makes ascended crafting a fair bit more difficult as a free player (Not impossible, I got full ascended in F2P before), but it

The budget I set at 4 gold and an extra 10 silver per Fractal level. (Example: 4 gold and 250 silver for Level 25, 6 gold and 50 silver total) For preparing for each level I pretended to be a new account that hasn't done any Fractals before and has some funds from doing 2 Dailies and some extra to match the specific level.

1.) Using a guild-bankIf are in a guild with a guildbank you can place all items that can be sold on TP into it and any of your guildmates can retrieve the items. You need the prorper rights, granted from your superiors. But most guilds have at least one section which is free-for-all members.
You can play a decent chunk of Guild Wars 2 without paying. You get access to about 1/2 of the maps, 8 out of the 9 core classes, the end-game 5-man dungeons (called Fractals), and all of the competitive modes--PvP and World vs. World. So that's probably enough to keep you busy for a while.
It is not just F2P. Core doesn't have access to it either and if you go by the dialog having just PoF doesn't have access to it either. I see no problem with the suggestion to remove the gating from guild services. But as long as ANet thinks it's a useful incentive, I don't don't see why they should.
Some might consider this hard enough, but with some regular play, even a Free to Play account can get top tier ascended gear, being no different than a Paid account that refuses to take Mistlock singularities and use Elite Specialisations. So to make this challenge unique, I wanted to play more into the Free to Play restrictions.
But the game is 100% worth your time without those things - they didn't exist back when the game launched, after all. The base game includes a lot of content for free. And no, there is no way to buy the expansions with in-game currency, you have to pay real money for them.
