That's how it controls the air mixture and fan speed when it's at auto and stuff. Fan goes out, it has no idea what to blow. FYI this test might not give you the results you're looking for even if your car was working correctly. 60 and 85 are not just the lowest and highest that it'll go; they are also thermostat overrides. For example, if the car is freezing inside and you set it to 61, it'll heat to 61. But if you set it to 60, it will not heat, period.
